You will find whatever you need. Prices are quite reasonable, but not as low as one could expect. Second hand gear is easy to find but prices vary considerably according to the season.

There are different Windsurfing and Kite surfing centers right on the beaches around Tarifa, and some kite surfing schools based in town. They do not usually rent kites unless you book a course with them first. This is simply due to the high danger potential of these kites. Prices are more or less the same everywhere.
